Timesheet Rounding: The 15-Minute Rule Explained
Quarter-hour timesheet rounding moves every clock-in and clock-out to the nearest :00, :15, :30 or :45. The boundary is 7 minutes: 7 minutes or less rounds down, 8 or more rounds up. In US payroll it is generally accepted only when it is neutral — rounding up about as often as it rounds down.
Where does the 7-minute boundary come from?
It is not a rule someone invented to give you seven free minutes. It falls out of the arithmetic.
A quarter hour is 15 minutes wide, so the halfway point between one quarter mark and the next is 7.5 minutes. Since punches are recorded in whole minutes, nothing ever lands exactly on 7.5 — which means 7 minutes past a quarter is nearer the quarter you just left, and 8 minutes past is nearer the one ahead. That is the whole rule. Clock in at 8:07 and you round back to 8:00. Clock in one minute later, at 8:08, and you round forward to 8:15.

Every band is 15 minutes wide except the two that share the top of the hour, and those add up to 15 between them. If your employer's chart does not have that shape, it is not rounding to the nearest quarter — it is rounding in a direction.
Why do employers round at all?
Quarter-hour rounding is a leftover from paper time cards and mechanical punch clocks, where a clerk had to add a hundred cards by hand every week and :15 increments were far quicker to total than arbitrary minutes. The decimal payoff is the other half of it: 15 minutes is exactly 0.25 hours, 30 is 0.50, 45 is 0.75. Rounded hours always land on a clean two-decimal number, so multiplying by a pay rate never produces a repeating decimal.
That convenience argument is much weaker now than it was. A modern system records the exact minute and can total it instantly, so rounding is increasingly a policy choice rather than a practical necessity — which is also why it attracts more scrutiny than it used to.
Round the punches or round the total?
This is the part most policies leave vague, and it changes the answer.
The standard method is to round each punch — every clock-in and every clock-out — and then total the rounded times. The alternative, rounding the finished weekly total to the nearest quarter, is a different calculation that gives a different number. You will see both in the worked week below: the same five days produce 38:00 one way and 38:15 the other.
Two things follow from that. Round once, not twice — rounding each punch and then rounding the total again compounds the error. And if a policy does not say which method it uses, that is a reasonable thing to ask about, because a quarter of an hour every week is real money.
A worked week, rounded and unrounded
Here is a full week for an hourly worker on a 30-minute unpaid lunch, at $22.00 an hour. The punches are the sort of ordinary, slightly untidy times a real week produces.

Take Thursday as the walkthrough. The worker is on the clock from 8:38 to 5:22, which is 8:44, less the 30-minute lunch, so 8:14 actually worked. Rounding the punches: 8:38 falls in the :38–:52 band and becomes 8:45; 5:22 falls in :08–:22 and becomes 5:15. From 8:45 to 5:15 is 8:30, less lunch, so 8:00 paid. Thursday loses 14 minutes.
Tuesday runs the other way and gains 13. That swing is exactly what a neutral policy is supposed to look like on a daily basis — the days are all over the place, and the week is what matters.
Adding the actual minutes: 457 + 467 + 443 + 494 + 429 = 2,290 minutes, and 2,290 ÷ 60 = 38.1666…, which is 38:10. The rounded week is 450 + 480 + 450 + 480 + 420 = 2,280 minutes, or exactly 38:00. The worker is 10 minutes short. At $22.00 an hour, 10 minutes is 22.00 ÷ 6 = $3.67.
Now round the total instead of the punches. The true week is 38:10, and :10 sits in the :08–:22 band, so it rounds up to 38:15 — 38.25 hours, or $841.50. Punch rounding paid 38.00 × 22.00 = $836.00. Same timesheet, $5.50 apart, purely from which method the policy picked.

When is rounding neutral, and when is it costly?
Neutral means the policy has no thumb on the scale: it can round up or down, it applies the same way to clock-ins and clock-outs, and over time the differences cancel out rather than accumulating in one direction. The week above is a fair example — two days up, three days down, ten minutes of drift that could as easily have gone the other way.
These are the patterns that are not neutral, and they are usually easy to spot once you know the shape:
- Rounding that only ever goes one way. Always rounding clock-ins forward and clock-outs backward is not rounding, it is a haircut. Every single shift gets shorter.
- Asymmetric bands. A chart where you need to be 10 minutes early to gain a quarter but only 5 minutes late to lose one is a rounding rule designed to lose.
- Rounding twice. Punches rounded, then the total rounded again. The second pass adds error without adding anything.
- Rounding on top of an automatic lunch deduction. If 30 minutes comes off whether or not the break was taken, the rounding is not the problem — the deduction is, and it stacks on top.
- A drift that never reverses. One short week means nothing. Twelve short weeks in a row is a pattern, and a genuinely neutral policy does not produce one.
The last one is the practical test, and it is the reason to keep your own record. A single period tells you nothing; a run of them tells you everything.
What about tenth-hour rounding?
Some employers, particularly in professional services where time is billed as well as paid, round to the nearest tenth of an hour instead. A tenth is 6 minutes, so the increments are 0.1, 0.2, 0.3 and so on, and the boundary sits at 3 minutes rather than 7.
It works the same way and is finer-grained: the worst case under tenth-hour rounding is 3 minutes per punch, against 7 under quarter-hour. The same neutrality question applies, and so does the same advice — the shorter the increment, the less there is to argue about.
How to check your own hours
You do not need to accept or dispute anything on impression. Keep a parallel record and compare.
- Write down the real punches. Actual clock-in and clock-out, to the minute, as they happen — not reconstructed on Friday.
- Total them exactly, without rounding. Add the shifts in
H:MM, subtracting unpaid breaks. Do not convert to decimal yet; converting each day and then adding introduces its own small errors. - Convert the finished total once. Divide the total minutes by 60. Our week: 2,290 ÷ 60 =
38.17hours. - Compare with your pay stub. Note the gap in minutes and which direction it runs.
- Log the direction each period. One line per pay period. After three months you either have noise around zero, which is a neutral policy working, or a consistent lean, which is a conversation to have.

How do I check whether my hours are being rounded correctly?
Keep your own record of actual punches, total it exactly, and compare with your pay stub. A few minutes either way in one period is normal under a neutral policy. A gap that appears every period and always runs the same direction is the pattern worth raising — and you want your own totals in hand when you raise it.
